The actual process and steps for new application of FMC and AMS:
1.Register FMC qualification:
Prepare application materials: including company registration certificate, organizational structure, financial statement, original bill of lading and back clauses, scanned passport of authorized signatory, etc.
Apply for FMC qualification: After completing the registration on the FMC official website, submit the application form and related materials, pay the application fee and provide the bond or insurance policy (Bond).The review and approval of FMC qualification usually takes 2 - 3 months.
Open tariff filing system: After obtaining FMC qualification, you need to open tariff filing system and complete tariff information registration.
Apply for SCAC Code: Submit an application to the NMFTA agency, pay the fee, and obtain the code used to identify NVOCC in the AMS system.
2. Register for AMS qualification:
Prepare C3 Bond: The amount of C3 Bond is US$50,000 and relevant documents are required to apply.
Apply for an AMS system account: Send a LOI to the U.S. Customs (CBP) containing information such as C3 Bond, USA Customs number and SCAC CODE to apply for opening an AMS account.
Open AMS Filing Software: Request an AMS system account opening from your AMS filing service provider, which may involve a Setup fee.
Completing AMS declaration: After obtaining AMS system user name and password, you can make AMS declaration.
FMC qualification is a necessary condition to apply for AMS qualification, and only after the FMC qualification application is completed can you apply for AMS qualification and make AMS declaration independently. If the enterprise has related import business needs, it needs to submit the application to CBP (U.S. Customs and Border Protection) organization and pay the fee.
