What is the U.S. FMC?

According to the regulations of the Federal Maritime Commission (FMC), companies that issue bills of lading in the U.S. for freight transportation services without owning ships, engaging in the import and export of U.S. ports, must apply in advance to the Federal Maritime Commission and obtain the qualification of a Non-Vessel Operating Common Carrier (NVOCC) in the U.S. Currently, more than 1000 overseas companies (non-U.S. local companies) have successfully applied for the qualification, enabling them to sign contract prices with local shipping companies and independently send declarations such as AMS/ISF.


Why is it necessary to obtain FMC certification?


1.To legally and compliantly engage in the business of a U.S. Non-Vessel Operating Common Carrier (NVOCC), issue bills of lading to shippers, and enhance the operational capabilities of the company's U.S. business lines.

2.Companies can conduct business directly with shipowners and U.S. freight forwarders without going through shipping agents or first-tier agents.

3.Companies can use freight rate information to directly inquire with shipowners for the best prices and then resell.

4.Develop charter business with potential shippers.

5.Issue bills of lading or equivalent documents.

6.Lease containers.

7.Possess a 24-hour declaration service system to submit AMS/ISF, etc., making timing more controllable and flexible.

8.Save costs and increase profits. Originally, the cost of declaration through shipowners or first-tier freight forwarders was $25 to $40 per entry, which can be reduced to approximately $1 per entry by self-declaration, and can also be used to declare on behalf of other NVOCCs.
